Recently, a Saitama employee at the tax bureau resigned after it was found that she was doing sex work on the side.
Abema Times reported that the Saitama employee was doing sex work to fund her support for an underground idol. She earning approximately ¥1.8 million working at five brothels. She also did sugar dating (papakatsu), receiving about ¥500,000 in compensation from around 30 men.
The employee was punished with a pay cut, though she chose to resign. This is not the first time that civil servants have been disciplined for working in sex establishments.
It follows a similar story in 2022 where a Tokyo tax bureau employee was punished for working at a soapland brothel to pay for visits to host clubs.
Last year, a female employee in her twenties working at a tax office in Aichi Prefecture was found to have a side job at a soapland and other sex establishments. She was also disciplined with a pay cut for earning approximately ¥1.88 million through sugar dating. Like the Saitama employee, the woman resigned voluntarily. She worked on weekends and during sick leave to repay debts incurred from FX trading.
In other cases reported by Abema, a 41-year-old female teacher at an elementary school in the Tama area of Tokyo was a victim of a cryptocurrency investment scam and, due to financial difficulties, worked at multiple adult entertainment establishments, resulting in a six-month suspension. She later resigned. A 20-year-old female clerk at the Kumamoto City Finance Bureau accumulated approximately ¥1 million in debt from excessive clothing purchases and worked at hostess clubs and adult entertainment establishments about 70 times, earning approximately ¥1.4 million. She received a six-month suspension and later resigned. A 26-year-old male fire chief in the city of Koshigaya, Saitama, also struggling with debt, appeared in five adult videos, earning approximately ¥250,000. He got a six-month suspension.
Are all these civil servants not earning enough from their regular jobs? The starting salary for a tax officer is ¥231,700, with an annual income of about ¥3.86 million. Salaries for elementary school teachers vary by municipality. In Tokyo, the starting salary is approximately ¥329,200, with an annual income of approximately 5.1 million yen. In addition, housing and commuting allowances are also provided. As such, while the salaries are not high, they are not especially low, and you can expect salary increases almost annually.
However, side jobs are typically prohibited under the National Public Service Act and the Local Public Service Act, though exceptions are made in certain cases, such as a bit of farming.
A writer who has interviewed many women working in the sex industry described the reality of this side job: “The motivation is money, that’s all. However, not everyone is crazy about male hosts. It’s not just male idols; some are into Sakamichi series or Hello! Project, and others are into K-pop, and so on. You go to a venue and negotiate to exchange seats with someone who got good seats. You hand over hundreds of thousands of yen in cash in an unpopular area to exchange seats. That costs money. It might be handled better now due to security concerns.”
How do such women avoid being found out about their side jobs? Why does working in the sex industry result in some civil servants being exposed? “I think there’s an average appearance for so-called civil servants. At some point, they start wearing strangely expensive clothes, possessions, and accessories. Their colleagues might wonder what’s going on? and investigate the sex establishments, leading to their exposure.”
In the sex industry, the establishments don’t interfere with the girls’ main jobs, so unless the women tell someone themselves, their chances of being exposed are extremely low.
